Lowell Meisner was appointed deputy chief for the Halifax Regional Municipal Police Force in December 1995. He began his career as a patrolman in 1968 and promoted to corporal in 1977. He was an internal affairs investigator from 1979 to 1980. From from 1980 to1986, he was a detective, criminal investigations divisions and was promoted to sergeant 1983. He was a member of Clarke Masonic Lodge 61 in Chester, Nova Scotia. He was also a long-term member of the Investment Property Owners Association of Nova Scotia.61
