Lowell Meisner was appointed deputy chief for the Halifax Regional Municipal Police Force in December 1995. He began his career as a patrolman in 1968 and promoted to corporal in 1977. He was an internal affairs investigator from 1979 to 1980. From from 1980 to1986, he was a detective, criminal investigations divisions and was promoted to sergeant 1983. Lowell Meisner was manager of human resources from 1986 to 1994 and was promoted to inspector in 1988). His responsibilities included development and implementation of the recruiting and training program for the police department. During this time he was instrumental in implementing the first recruiting drive aimed specifically at racially visible recruits. He was transferred as Bravo Zone Commander (1994-1995) and led the international tour with the group, Blue Thunder Band, which launched a community based policing crime prevention programme in Slovakia. He was a member of numerous community advisory boards and community support teams including the Halifax Police Department Regionalization Committee (former chairman), the Community Legal Issues Facilitator (CLIF) Program Board (chairman), the Visible Minority Review Committee and the Halifax Police Association. He was a member of Clarke Masonic Lodge 61 in Chester, Nova Scotia. He was also a long-term member of the Investment Property Owners Association of Nova Scotia.45
