Paul Kinsman graduated from Horton Academy in Horton, Nova Scotia and subsequently studied at both Acadia University in Wolfville, Nova Scotia and the Nova Scotia Normal College in Truro. Following this, he taught school in Welsford, Nova Scotia, for a year before entering Dalhousie University. He graduated from the university in 1957 with Doctor of Medicine and Master of Surgery Degrees. He later earned a Bachelor of Arts in Political Science from Acadia University in 1972. He served as a Progressive Conservative member of the Legislative Assembly of Nova Scotia for West Kings from 8 October 1963 to 20 April 1967 and again for Kings South in 1984 following a by-election on 21 February 1984. He was also mayor of Wolfville from 1974 to 1976.31

Paul Eric married Sharon Ann Cleveland (Living).
